Kindergarten Fees

As of 1 September 2026, the parental contribution fee at Tartu municipal kindergartens and childcare centres is 81 euros per month per child.

Fee discounts

For families whose place of residence is registered in Tartu according to the Population Register and whose children attend a kindergarten or childcare centre at the same time, the following discounts apply:

The youngest child is charged the full fee (81 euros per month).
The next-youngest child is charged 50% of the fee (40.50 euros per month).
No fee is charged for the third child.

To qualify for the discount, the places of residence of the children and the parent must be registered at the same address in Tartu.

Families with four or more children under the age of 20, where at least one child attends a kindergarten or childcare centre, may apply for a full exemption from the fee.

The right to the exemption arises if the place of residence of the parent, the child attending the kindergarten or childcare centre, and at least three other children is registered at the same address in Tartu according to the Population Register.

To apply for the exemption, an application must be submitted via the Tartu City Portal. The application must include:

the name, personal identification code and residential address of the child for whom the exemption is requested;
the names, personal identification codes and residential addresses of the other children.

The decision to grant an exemption from the fee is made by the Head of the Early Childhood Education Division of the Education Department of Tartu City Government. The exemption takes effect from the month in which the application is submitted and remains valid until the end of the current academic year or the academic year beginning at the time of application.
